When compared internationally, the youth education attainment level in Austria is relatively high, but was slightly decreasing over the last years. This indicator is used to measure the proportion of 20 to 24 year olds who have at least an upper secondary qualification.
Since 2014, according to ISCED 2011, the successful completion of the third grade of a five-year College for higher vocational education has been classified as attainment of ISCED level 3; previously, under ISCED97, this certificate was not mapped as a separate attainment category.
