Surveys on research and experimental development (R&D) in Austria

The number of personnel engaged with R&D which was covered in the framework of STATISTICS AUSTRIA’s surveys on research and experimental development (R&D) in all economic sectors was 76,009.7 full-time equivalents (FTEs) in 2017. In comparison with the reference period 2015, this represents an increase of the number of R&D personnel by 6.5%. In 2017, 69.0% of total R&D personnel were occupied in the business enterprise sector, 23.3% in the higher education sector, 6.9% in the government sector and 0.8% in the private non-profit sector.

In 2017, altogether €11.29 bn were spent on R&D in Austria in all sectors of performance. Hence, R&D expenditures increased by 7.5%, compared with the reference year 2015. Of the approximately €11.3 bn spent on R&D in 2017, 70.0% were spent in the business enterprise sector, 22.4% in the higher education sector, 7.1% in the government sector, and 0.5% in the private non-profit sector.

By implementing the methodical recommendations of the revised Frascati Manual of the OECD the results for the year 2017 are not unconditionally comparable with the previous years. Important R&D performers are now classified into different sectors of performance: The Austrian Academy of Sciences (ÖAW) is now classified in the “government sector” (before: Higher education sector) as well as the Austrian Institute of Technology (AIT) and its affiliates (before: Institutes sub-sector of the business enterprise sector). The Institutes sub-sector comprises now only the regular members of the Austrian Cooperative Research (ACR) and the competence centres of the COMET programme.

The higher education sector is now for the first time a separate sector of funding for R&D (bevor: Government sector, “Other public funding”). Reimbursements via the R&D tax incentive are no longer classified as funding from the government sector, but considered as internal funding by the R&D performing institution (i.e. in enterprises: funding from the business enterprise sector).
